I think if I get up close to my window I can see their ship repair facilities here in Norfolk from my apartment.

I don't interface with them much. I found that a lot of people who work with the government/off government funds tend to take advantage of that fact, though. That would explain the shoddy work/lazy/late part. There's just not enough rules in the system to cause people like that to be thrown to the wolves when contracts get handed out.
