Is stealing license plates commonplace?

Or, put another way, is stealing license plates off of occupied vehicles that are nearly running you over a common thing?

I just had an odd walk down Kaplan.

We do it all the time.

Then if anyone flashes their lights at us we follow them and murder them.

Here's what happened, but [words] so be warned:

So maybe an hour ago I'm walking down to Gorman, because I left my car at a friend's house nearby and need to retrieve it. And I notice to my right that a lady is leaning forcefully against the back of a truck. It looks like she's trying to push it, but the thing is facing the building -- she'd just be pushing it into the barrier. Then the car backs up, nearly running over the woman. Then it pulls forward again. Then it pushes back, then forward, and so on. It's like the lady was in a shoving contest with the car.

I notice that she had some kind of small tool in her hand, but I couldn't tell you what. Meanwhile two little kids are waving at me from the door of the apartment in front of the truck.

It's like -30 degrees outside, I'm unarmed, and for all I know these people are doing something legit, so I walk on. A few minutes later, when I'm on Gorman, the truck pulls up in front of me and the guy inside asks if I saw the crazy lady ripping off his license plate.

I said I did indeed see a lady doing something strange, and give him my name in number in case the police need a description of the scene. But now I'm not sure if the lady was a crazy license plate thief or the guy was stealing a truck or what.

ive walked up on people trying to jack inspection stickers but not entire plates

Maybe the guy driving the truck did something illegal, hit and run or what not and the lady didnt have a pen and paper handy to write down his license plate #?

She definitely got the plate, I saw that when he drove away from talking to me.

One of the really confusing aspects were the two little girls, who looked to be twins and must have been the offspring of one (or both) of the people involved. They were yelling something to "mommy" but I couldn't tell if their mom was the one behind the truck, or she was inside. So if the lady was their mom, why would she be stealing a plate right outside her own apartment?

^That's a new possibility. But I find it hard to believe that she didn't have a pen and paper handy, but she did have some kind of tool to get the license plate off.

all i know is the times I've written down a plate number, description, blood type, etc in a hit and run the lazy officers would pull the 'the license plate you gave me doesn't match the description' card or the 'i can't search by plate b.s.'...even though after doing my own search the description was spot on word for word. So maybe she'd have better luck with the actual plate in her hand.

^^Fair enough. Still fucking weird, though.

The guy made a point of telling me that he did not run the lady over, that's why he did the back-and-forth thing.

If the dude was in the truck while she was trying to steal his plate, why didnt he just pull away?
