out of town and attending a "black tie requested" event very last minute ... is buying/renting a tux 100% necessary or can i spend my money on a regular black suit and black necktie ... already have white shirt and black belt, shoes

tux, there are many distinguishing features between a tux and a black suit. Excluding the obvious cufflinks, bowtie, cummerbund etc. Depending on your preference you can buy a tux at the fair for about $50.

^With the only downside being it will look like you are wearing a $50 tux you bought at the fair. Although it still might be a pretty good option if you don't wan to waste your money on a rental.

Yeah, like I said it all depends. I seriously doubt anyone will know where it came from and how much it costs, many of their tuxes are pretty traditional cuts, so you won't look silly like the double breasted coats with twenty buttons. Besides if you rent a tux, chances are that it's been worn about as many times. If you're into labels there is a store in Durham where many Duke Med. Physicians donate their old tuxes because they're putting on some lbs.

It's a place downtown, like a consignment or thrift store. My old roomie snagged a pretty sweet Ralph Lauren single button like 3 years ago.
