This is not uncommon for a points system. Since points can be used basically interchangeably with currency, the government has to tax points to ensure that people don't use points solely to evade paying taxes.My company holds contests in which we award large sums of Starwood Preferred Guest Starpoints. Unfortunately, since Starpoints convert into a specific dollar value, the government taxes the winner in real money. So, you could win a million Starpoints (good for something like 200 hotel nights), but you'd owe the government about 20,000 dollars due to the perceived dollar value of the points.

^ yah, it's pretty crummy. That's why some people have to decline their points prizes. It's a shame that the government has to severely tax non-liquid asset prizes/inheritances. It's tricky, because you can't convert your points into real dollars to pay the taxes, yet you're taxed based on the perceived monetary value. It's one thing to win a house or car and then sell it to pay the taxes, but selling points doesn't work very well.
