^^^^In general, I don't view nooses as a symbol of racism...I view them as a symbol of hanging, which is exactly what they are.

That isn't to say that that they never have racist implications--I'm just of the opinion that we jump way too quickly to that conclusion, even to the point of many people assuming (for all practical purposes) that the noose is synonymous with race lynchings (how, I don't know, as there have been a shit ton of whities who've been hung from them).

I just read the article. In this case specifically, there's nothing to go along with the noose to imply a racist intent. Even just reading context, it isn't really clear, by any means. That said, I'll agree that with the incident of the mocking of Black History month and the school's response a couple of weeks prior, there could likely be a racial implication, here.

The contours of the discussion were drawn starkly on social media sites, including rival Facebook pages. If it were a white dude, who actually wanted to scare people, his name would be front and center and charges would be filed already. Intimidation, incitement to riot, pick your charge. He would be found guilty of anything they threw at him, and if not in criminal court, then in front of the school's disciplinary panels.
