It's encoding right now, but here's what happened:

I had just gotten out of class at NC State. I left the campus and crossed Hillsborough street to get my car, which was parked in the streets behind Sylvia's Pizza. As I left, I noticed a police car parked on the curb by Go Pak Bazaar. A female cop had a man, African American and poor looking, handcuffed and put over the cruiser. I then noticed there were three other cop cars there, with cops just sort of sitting there watching. It didn't seem like anything was going on that required four cruisers and at least ten cops, but who was I to know? I had just gotten there. As I pulled away, she appeared to be uncuffing him and letting him go.

I went down the street about a mile to the Cup o' Joes. I went inside and had a drink with some friends of mine. After about 25 minutes they wanted to go outside to smoke, and I wanted to leave, so we went outside. We were outside for about 2 minutes when an older African American woman crosses the street. She appeared like she was a pan handler.

She came over to us and asked the gentleman to my right if he had a dollar. He said he didn't. She then asked if she could have a drag off his cigarette. He handed it to her and then said she could keep it. She began walking away. When she got about 50 feet away, a police car pulled up to the side of the road that we were on, right next to the woman who was just speaking with us. When the officer got out of the car, I recognized her as the same officer who was cuffing the man just a half hour before. They must have exchanged no more than two sentences before the officer grabbed the woman by the arm and placed her chest first on the hood of the vehicle. As the officer attempted to cuff the woman, she must have resisted, because the officer threw the woman to the concrete and put a knee into the center of her back. The woman began to cry out that she hadn't done anything wrong. This is the point at which I began recording. Another man, presumably a friend of the woman, was yelling at the officer to let her go, but from a safe distance. The officer cuffed the woman after about two minutes of holding her on the ground.

Another police car showed up with a male officer. At this point the female officer loaded the woman into the car. The two officers went up and exchanged words with the other man, but didn't detain him. The two officers then left.

Now, I don't know if the woman had any outstanding warrants, what she said to the officer, or if she was a "person of interest," but it certainly seemed to me like she was detained for "walking down the street while Black."

I'm glad the RPD is doing something about the scourge of panhandlers.

I don't go around asking people for money - neither should they. They have to have a permit anyway, and they have to specifically agree not to "aggressively" panhandle, which would include approaching people and asking them for money or for half their cig. Ridiculous! The nerve of that woman!!

Like I said, I have no idea if the suspect had any warrants or anything, or if the cop was looking for her, but she certainly wasn't doing anything illegal when the cop pulled up. The cop had no proof she was panhandling, and even if that is "illegal" it was impossible for her to determine in the two seconds she had before attempting to detain the suspect.

So what's the point? Officer had a reason to detain the woman (they don't do this stuff for practice) , you don't know what it is. The only reason you could have to post something like this is to hope that someone agrees that you witnessed an officer in the wrong.

i feel i was heavily misled to the content of your video. she was arrested for something you were not aware of, not because she was black. Police tend to not walk over to bystanders and explain to them why they are going to detain someone before they do it.

Timeline of events:

1. Woman asks us for cigarette.
2. Woman leaves with cigarette and walks down the street.
3. Police car pulls up to woman.

maybe the owners of the establishment had told her not to panhandle in front of their place, maybe the cops had informed her of this, maybe this cop saw her approach your group in spite of what she had already been told. It's illegal to panhandle after dark in Raleigh. Cops were just doing what they're paid to do, getting rid of undesirables. Please go back to ignoring the seedy events that take place around you every day.
