i like to think this is a case where he was trying to either use capsize in a metaphorical sense, or was looking for a different word and that one accidentally came out. i mean the guy somehow got a law degree, but that doesnt save him from saying dumb things. either way, not helpful for the fall, although as lunak pointed out, there are plenty of members who are stupid as shit in both chambers. especially with all the appointees in the Senate right now.

Exactly, somebody pointed this out and he turns around and claims it was a metaphor. You don't need a metaphor to explain your point and mentioning "concern" about the island "capsizing" combined with his clear "capsize gesturing" (And the fact that he can't even find the word "narrow" in his, ironically, NARROW vocabulary) hardly makes for a good metaphor.
