Saying "I got 'pulled'" can mean nothing other than "I got pulled over by the police"It's like saving breath. "over by the police" takes too long to say when people know what you mean by the time you get to the word 'pulled'

it probably started as "pulled" as in "pulled from traffic" or "pulled off the road"but, since 90% of the time the person pulls over to the shoulder, the phrase "pulled over" developedI am not an etymologist. This is merely conjecture.
