Yeah it sounds like this guy needed to be fired given his prior incidents (shooting and killing a dog despite being in a person's yard and chained up, roughly restraining a mom who was checking on her daughter an accident victim, and kicking a pregnant woman. Had the department properly investigated any of the previous incidents then perhaps recommended therapy and desk duty pending a psych evaluation. Unfortunately the PD in this case seems incapable or unwilling to take a critical look at some of his behavior and these prior incidents because nothing came of her initial complaint. It's not like these prior incidents are isolated and spread over years of decorated service - something that might indicate a good officer who wasn't handling the stress of the job appropriately. The article says he's currently under criminal investigation which is good, but given how internal affairs has dealt with him previously I would hope that this was being investigated outside the immediate department.
