Hmmmm...I know of a couple cops who are total losers and suck at their jobs...but I doubt this evaluation system is actually going to do anything about them. It's really just gonna be a pain in everybody's butt.Plus, weren't cops already being evaluated based on tickets? Like, if a guy wrote substantially less tickets than everybody else, then you kinda knew he was screwing around on the job unless he was involved in some lengthy investigative work (which you could check for).

All PDs have de-facto quotas...if every 5-0 is writing 27 tickets per month and Officer Doughnut is only writing 10 tickets, his boss is gonna ask why his ticket count is so low. In turn, Officer Doughnut is going to start writing more tickets.De-facto quota

Almost every agency has a performance based evaluation. Its not the best concept but its the most valid. Some of these evaluation systems - the good ones - will measure the officers free time vs. other activity, self initiated (serving warrants, special checks, traffic enforcement etc,) - which seems to be what Raleigh is trying to do - but not favor one over the other. I know officers who don't write any tickets but when they are free, they are out serving warrants, or working dope houses, etc and that should show up in a good evaluation system.It sounds like the union is trying to cry foul and calling it a quota.
