Comparing the 2 in general is tough, considering their styles and deliveries were completely different. Much like any other comparison you could try to make between East Coast and West Coast rappers of the time period.Pac was the best West Coast rapper and Biggie was the best East Coast rapper of their time. Picking the best overall would be a matter of personal preference.

Hit Em Up is the only battle rap that he released. It was raw, sure. But you put Biggie and Tupac together in a freestyle battle and Biggie will murder him. i'm referring to freestyling. if tupac can't even freestyle when it ISN'T a battle rap then....i think tupac's songs were all far greater than anything biggie did, other than maybe juicy and one or two others. but in terms of battle rapping or freestyling, tupac was just not good. his talent was writing together coherent stories in his rhymes. i mean he was a damn poet and went to schools for ballet and acting.biggie could stand in front of you and cut you down just from rhyming off the top of his head and he could do it for quite a long time. it would be raw, angry AND make sense. tupac was not that type of battle rapper.
