You're far more likely to get pulled over on a boat than on a car. Thanks to coast guard regulations allowing them to board any vessel it's not uncommon to have the man do a check a couple times in a single weekend. And when you can't find the registration and don't know the name of the owners you'll be fucked proper. But this is a great idea...go for it. (I actually do think it would be hella easy for an experienced person to steal a boat, but you're to uneducated to do it.)

Maybe the Coast Guard does, but not the game wardens on inland lakes. My neighbor got pulled twice the same day a few weekends ago. He was like "I'm still not drunk...leave me alone." lol.

there is no coastguard patrolling the bay river and especially the canals of miami. Said hypothetical situation would be stealing a boat from a residential canal or waterway

why would you worry about a boat getting stolen? black people are afraid of water.
