I want to hear if they were on duty or not, as brainysmurf said, if they were off, they aren't required to, can be sued and lots of other stuff. As long as they started a 911 call, which from what Ive read they told the restaurant to call 911, they cant and arn't expected to do anything else. They it sounds like they didnt have gear on them (this includes radios) so couldnt ask to be put on duty, plus wouldn't have needed equipment.
