only if he uses his computer for CPU intensive tasks, my 4 year old laptop still does fine on 90% of applications and it's a Pentium M 1.8ghz.

^^sure it works "fine." But it's slow. I have a 5 year old dell laptop with a pentium 4 3.2 ghz in it. It works "fine" but it's slow as hell compared to a newer i7. There's a reason people like new computers. They're fast.

nah it's not slow at all, I only use it for browing internet, watching netflix and listening to music.

Plus it has a ATI X300 w/ 128mb dedicated VRAM and 2Gb of RAM, so it's decent for 4 years old.

if all you use a computer for is web browsing then its not possible to "get slower" I have a 6 year old computer that runs fast as hell browsing anything on the web.

Well yeah, my netbook browses the web just fine too. If all you're doing is browsing the web and watching some videos online you really don't need much.
