i sometimes play scratch cards. if I can spend a couple bucks and win more money it makes my day. if I spend a couple bucks and lose the money, then oh well, a couple bucks isn't gonna break my budget.

Yup. If you spend all your money on lottery tickets, it's your own damn fault.
The irrationality of welfare recipients spending their welfare money on tickets, not winning, then continuing to need welfare, comes from the inherent irrationality of welfare, not the lottery.
Keep the lottery, (in fact, legalize all gambling,) but get rid of welfare. Problems solved.


Oh, I'm sure some of you might not like to hear it, but guess what?
A very significant percentage of poor people (most) are simply stupid and/or irresponsible and that's why they're poor. (Yes, there are some who simply got "dealt a bad hand", but not most.) Get over it.
