i think the dude you quoted was saying that it sounded like it wasn't long enough to reach that level of decomposition

but yeah, they have these human decomposition research places where they get cadavers that were donated to science and they put them in various conditions and document the decomposition rates. i'm sure they've done them in a pond before.

There are no indications of foul play in Allen's death, N.C. State Police Capt. Jack Moorman said.

Lake Raleigh was reopened on Thursday."
