Not sure on city rules, but we rented a ditch witch (the small one you ride on the little platform) for like $50/hour, went down 18" from the house to my best friends water meter. Rolled out piping we purchased from lowes, THEN called the plumber. Had it all rigged up in about an hour, kept the whole bill under $500

plumber said he would replace the whole pipe for $450thats kind of steep they only charged $130 to patch it, hell i could do that 3 more times and not spend $450

^to me it sounds like you should have replaced the whole thing the first time *if you're an owner and responsible for that stuff.

previous owners had it patched multiple times as evidenced by the multiple couplers in the line the plumber showed mehe cut a bunch out and replaced that from the first leakA few weeks later the second leak springs up and its the other end of the line, at this point 2/3 of it is new though its only 12 feet long or so. If the guy had time today I would have had him replace all of it but I dont feel like paying another $450 on top of the $130 I just paid. Maybe if I dig the hole and they will do it for less. Also I still have not gotten a water bill from the first leak.
