Our freelancers don't go through HR. They're treated as contractors. Unfortunately, while contractors go through screening through their agency, freelancers slip through the cracks. We only hired this freelancer because several people in our company had worked with him in the past and recommended him for the job. Unfortunately, they didn't know about his past.

The people who recommended him for the job were laid off shortly thereafter.
