Well, if you're in the town of cary the bills are combined. Makes sense for a landlord to have you pay for anything you use and just charge you for the use of the property. That's actually how every single place I've been has operated except for the harbor tower apartments in portsmouth, va. Only reason they didn't do it there was because we all had a common boiler system set up in the basement. For me, $1k rent, soon to be ~$1050 mortgage payment including PMI once I buy this place. Water is $30-40/mo. Power is $60-300 (high end due to older home, not sealed well, cold ass Dec/Jan). 4 br, 2 ba ~1360 square foot brick ranch on 0.5 acres with a carport.

Just refinanced the mortgage down to 3.75%. That took my payment down from $1100 to $875. Can't beat that for 7 acres.
