You could make a box tornado proof if you anchored it into the ground with steel cables. This is not feasible in most cases though. Myth busters made a tornado proof car.

Skack is on the right track. You hook the steel box to a merry go round with a shaft capable of rotating clockwise or counterclockwise. When the tornado comes through, you will rotate with the same velocity as the winds and it will feel like a normal plane ride. It's all about the physics.

This idea is not new or original. Safe rooms have been around for years, FEMA has a whole website dedicated to their design and constructionhttp://www.fema.gov/plan/prevent/saferoom/Also, I just engineered am entire 5000 square foot house with a custom made safe room (that I designed) included and the total invoice was around $1500. So good luck with your $4000-6000 endeavor
