A pedestrian tunnel would be the most effect solution, but the cost would be prohibitive. Also, it would prolly turn into a rape tunnel. A ped bridge would work, but there would be very long ramps on either side of Western to accommodate handicap access. A exclusive ped crossing phase is a decent solution, but most peds get impatient and won't wait for the ped phase to come up. It's just a bad intersection. Maybe an exclusive ped crossing signal could be installed at a midblock location to help disfuse the peds at af & w.

People who won't walk to a crosswalk aren't any more likely to walk to a bridge; so unless you're going to install three per block don't even bother. The last thing you want to do is spend a million dollars on a bridge only to use it as an observation deck for the real life game of Frogger taking place below. actually that sounds pretty cool...[Edited on October 19, 2012 at 12:11 PM.
