Yeah, the temperature can drop during the day...it's called a front moving in. Also perfect temperature for snow is often times 34 degrees. So no it doesn't have to be 20 degrees for it to snow. Also since it has been cold here for a while it's more likely to get accumulation because the ground is still cold.
