the more i think about this, the stupider it gets...why would the fed penalize you for giving them more money that they're able to make interest on? i call bullshit

They sent me a 36.74 check after I over paid....there is no penatly for over paying.

Maybe he miscalculated his taxes by improperly preparing his tax return and he was fined because they had to review it?
