As for the explanation:

Some buddies and I have discussed this, and we have determined that Plies was trying to start a new slang term... But it didn't take off. Because no one that I know of refers to 'Becky' as getting a blowjob. We all say 'getting head', 'getting dome', 'getting some knowledge', etc...
I think we concluded that Becky was a white girl's name... and white girls give good head. So, gettin' that Becky = Getting some good head.
