Has anyone else been targeted for paypal's completely ludicrous 21 day held funds nonsense?

Basically I paid a $9 BIN final value fee and a 6.00 paypal fee only to have my funds held for up to 21 days. Nice. Why the fuck didn't I just require a money order in this case? Buyer gets his item in record time and my funds are held based on his honesty. Excellent. This is all despite my (42) 100% feedback, a 5 year old premier business paypal account and the fact my bank account and numerous credit cards all linked to it. Are they collecting interest on my money because technically I'm losing it. (I'm not talking about the 1% bullshit money market I'm also enrolled in with them)

Yeah, they do that for a variety of reasons...less than 100 transactions + an item sold over $100 in value blah blah

Just sell more stuff or use delivery confirmation and you'll get your money quicker than 21 days.
