he's either steering it through foot pressure or shifting weight on those pads he was sitting on. Maybe the technology can be used to make something useful, but that little chair seems pretty worthless.

It's a simple controls system that's keeping the chair upright. If there were steering, there would be a gyroscope to turn it in circles. A single ball cannot have torque.
