Sucks that some people don't have the balls to be the distinguished individual in a crowd to call the cops, but 9 times out of 10 people report crimes and non-crimes that they see.

According to california, its ethical to force people to report a 14 year old girl being raped but not a 15 year old girl. To me thats more fucked up than making anyone report at all. Unless your law makes sense for every scenario then its unethical because some people are excluded from rights that other people have protected.

And i would guess 9 out of 10 of 'crimes' that are witnessed and not reported are things that aren't other people's business.
