I've personally hand washed dishes w/ Australians near Brisbane and they did indeed rinse the dishes as expected.

wow, strange

however, i had to work in a cafeteria back in HS, and the washing procedure for the pans was to rinse them off, then dip them in some chemical, then let them air-dry.
