it takes a bitter person to sit there with the "they get what's coming to them"

at the very least it is going to get them to slow down, without causing their insurance to go up and waste their time in court. The people I know who speed, speed regardless of the tickets they've gotten, so why not make the cops actually work for it instead of sitting around in a downhill zone where the speed limit drops 10-20mph and try to catch people who aren't paying attention (which is exactly what flashing your lights at someone will cause them to do)

hey guys, lets set up a speed checkpoint in this stretch of road that has stoplights every 500 feet since we deal with a lot of speeders and not rush hour traffic

If I remember correctly, flashing your lights indicates you might be passing someone or that there might be some sort of hazard ahead in the road- either way, it is a sign for "slow down, proceed with caution/pay attention" - if there were a big accident around a blind corner, or a rockslide, or a downed powerline, you are supposed to do the same thing (this is what I remember learning in drivers-ed at least)
