it aint always gotta be a ticketit could be an advisory, or to inform the mute that his light is out and he should get it fixed, it could be an unfounded suspicion that the officer realized was a mistake and sends the dude on his way with an apology

We have a mentally handicapped person at work, and she got pulled over near the office once a couple of years ago.The cop said "Do you know why I pulled you over?" and she yelled "BECAUSE IM RETARDED" at him.

My Jeep got rear-ended one time by a deaf/mute dude. It didn't damage my Jeep at all, but his car was kinda fucked. I figured, "No problem, we'll just write our communications out, and I'll tell him that if his car was drivable, it was fine by me if he just left", as my Jeep was fine. No need to get police involved. Well, turns out he was also completely illiterate.Before I could get things resolved, a bicycle cop showed up. I explained the situation to him and basically said "I'm outta here, dude. Have fun." haha
