Progress energy man said it happens quite often. People that have their power turned off will steal someone elses. He Said they alway get caught though. High risk for little reward

You don't wire a new one around a pole or is the meter a plug that jumps the drop to the house breaker?

Power from the pole goes underground to the "meter base" attached to the main panel for the house. The meter itself connects progress energy power to my house

I think if you yank a meter and use at another residence it the charge will be charged to the residence that it was assigned to, so If my power was out due to not paying my bill, I could steal your meter and mooch some power for a few days at least before you could catch me. At least this is what I suspect.
