Most likely a scammer, but probably worth the risk if all you are giving him is your e-mail address.If you are super sketched, set up a new e-mail account and add it to your PayPal. If he is just looking for e-mail addresses to spam, then no harm done.

I just can't see how it would be a paypal scam. How could he get into your paypal account with just your e-mail address?

No, he could file a claim and probably win. Paypal screws over so many people on claims.
