I realize rules change, but when I bought my Ruger 9mm, I definitely did not have a permit. They just ran a background check.Has that changed in the past ~2 years?

You can buy private party out in the parking lot. But a dealer can't legally sell you a pistol at a gun show if you don't have a pistol permit.Nor can any dealer in NC for that matter.[Edited on January 16, 2013 at 3:45 PM. Reason : a]

Most definitely not. Gotta do it through the Sheriff's Dept. Usually takes at least 7 business days, but with everyone freaking out about Obama "taking thur guns" they are probably swamped. I'd plan on at least 2 weeks to get a permit. Good news is that you can get 5 at a time, so spend the money and get all 5.^ and it's $5 per firearm, iirc. but it's been 8 years since I applied, so I might be wrong.[Edited on January 16, 2013 at 3:49 PM. 5 dollars for each permit, you can purchase up to 5 permits at a time. However, it'll be weeks before they call you to pick them up.

The above posters saying "you can buy from an individual in a parking lot" are wrong. To buy ANY handgun in NC from ANY seller (private or dealer) you must have either a pistol purchase permit or a concealed carry license. You can NOT legally buy a handgun with just a background check. You MUST have a PP or CCW.

your plan was pretty doomed from the start. that gun show is gonna be packed to the gills. i wouldn't doubt if folks camp out the night before. i've had to wait 45 mins or more to get in during recent years. we're seeing the biggest wave of panic buying, price gouging, and shortages ever experienced by the gun industry. everything is out of stock. it all sold out weeks ago. there won't be shit at the gun show except disappointed rednecks and overpriced junk.[Edited on January 16, 2013 at 4:03 PM. Yeah, just get your permit, go to a gun store in a few months once some of the insane demand has died down but before it ramps up when the actual congressional debate starts (seriously, the debt ceiling and sequester debate is going to eat up all of the spring) and order what you want. You might have to wait a little while, but you'll get what you want without dealing with a crowd and getting gouged.

I wouldn't carry in another state, but that's on you. If you get pulled with a gun in a car registered in NC but your CCW is from VA, might be a tough discussion. Either way, as long as you disclose to the officer that you have a gun in the car (as required to have a CCW), then you should be fine. Cops typically have no issues with legal carriers.That being said, are you planning to stay in NC? If so, go ahead and get your CCW here and save yourself the headache. You used to be able to get good deals there, but not in the last several years. The last time I went to a gun show in Raleigh, Wilmington, or Fayetteville it was more flea market type stuff than anything else. I imagine it will be packed and the prices will be high.

The 4473 stays at the FFL as records that he sold it. Private sales are not recorded anywhere.There is no library of these forms, and working backward from manufacturer to distributor to buyer and on is not easy or fast.
